What is the heat budget for?

To estimate internal watts from components before you size a cooler class. It supports the BTU calculator, not a substitute for site engineering.

Which loads should I include?

Drives, power supplies, PLCs, network switches, lighting and any always-on electronics. Solar load on outdoor cabinets is extra — treat it separately.

Can I skip the BTU calculator if I have a watt total?

Use both. Watts from components plus enclosure size and ΔT give a more honest cooler class than either number alone.
